The Crypto-Asset Reporting Framework (CARF) is an OECD standard for collecting and exchanging information on crypto-asset transactions. It requires certain crypto asset service providers to report transactions to tax authorities in a standardised XML format.
CARF reporting starts on 1 January 2026 in at least 48 jurisdictions, with over 60 committed overall. The first exchange of information between tax authorities is expected in 2027. All EU member countries are obliged to follow DAC8 (Directive 2011/16/EU on administrative cooperation in the field of taxation) and fulfill CARF obligations.
In-scope crypto-asset service providers called CASPs or RCASPs — including exchanges, brokers, ATMs, banks and fintechsand custodians — must report certain crypto asset transactions and account details holdings to their local tax authority.
Reportable transactions include exchanges between crypto-assets, conversions to fiat, and certain wallet-to-wallet transfers handled by in-scope providers. Reported assets are also classified into five types: buys, sells, transfers, trades and payments.
